This framework, estimated to be worth up to £1.5 billion over the next four years, is essential in driving the country toward its zero-carbon goals, cutting emissions, and maximising cost savings.
Key Details of the Framework
A total of 40 specialist firms, 42% being SMEs, have been appointed to this pivotal framework. These chosen suppliers are responsible for delivering both domestic and non-domestic retrofitting measures while meeting crucial social value objectives.
The initiative employs a turnkey model designed to ensure smooth project implementation at both regional and national scales. It provides public sector clients with access to qualified, Trustmark-accredited suppliers adhering to the latest PAS2030:2023 standards.
With updated specifications and new pricing models set for 2025, the framework offers flexible procurement routes and the capacity to execute multiple measures at scale and volume across the country.

Framework in Action
The framework will support government-funded programs, such as the Warm Homes: Social Housing Fund Wave 3 (formerly SHDF) and future developments, aimed at installing critical energy performance measures and strengthening the retrofit sector.
Moreover, it will also assist in implementing the Public Sector Decarbonisation Scheme (PSDS), targeting a 75% reduction in emissions from public buildings by 2037.
